Priorities to put in your brief
- Identify whether the project is municipal, state, federal or contractor work.
- Verify the exact offering and required authorization boundary.
- Include accessibility, records handling and continuity in the evaluation.
Identify the agency and procurement requirements
State, local and federal projects can have different eligibility and acquisition requirements. Start with the agency, service scope and procurement route. A vendor serving public-sector customers does not establish that every product is authorized for every government use.
Verify the exact service boundary
Ask for the precise product, environment and contractual offering being proposed. Have procurement and security teams validate required authorizations, accessibility, records handling and data location. Do not transfer an approval from one product or hosting environment to another.
Design for public-service continuity
Document how residents reach the agency during an outage, how staff route inquiries and who can administer the system. Test queues and alternate operating arrangements with representative scenarios. Include record export, staff training and a practical transition plan when comparing proposals.
